Martine appointed by the City of Rogers (2021) is a community-centered strategist and connector with more than two decades of leadership in healthcare, infrastructure, economic development, government affairs, public relations, and strategic communications. As Vice President for Northwest Arkansas at Arkansas Blue Cross and Blue Shield, she leads the organization’s regional strategy and community engagement, building on its 75-year legacy in the state.
Her career spans public and private sectors, from supporting a quarter-billion-dollar healthcare delivery plan to leading nonpartisan government affairs initiatives and producing award-winning public health campaigns. A trusted voice in Northwest Arkansas, Martine has served on numerous civic and corporate boards currently including Northwest Arkansas National Airport (XNA), Crafton Tull, Bentonville Area Chamber of Commerce, and the Excellerate Foundation.
Born abroad in a U.S. military hospital and raised across Europe and the South, her global perspective shapes a deep commitment to place-based impact. She and her husband David, a teacher and coach in Bentonville Public Schools, are raising their two children in the district they proudly call home. She believes in building what matters, where it matters—together.
